Is this a good time to sell or buy a house?

If you already have a house and is asking if you want to swap, then it may be okay assuming you are okay to bear closing costs 

 

if you don't have a house and you plan to stay in the same place for the foreseeable future, then you can buy a house 

 

if you have a house then I don't see any point in selling it and then renting.

I have a house and planning to sell it for some personal reasons. House price appreciated. But, not sure if its ok to buy another house as the new homes became crazy expensive. I will have to spend an additional 150k to purchase a similar house

you can surely sell and buy a new house...thats the only wise way to spend 150K
