he needs a deal done with china for 2020 reelection. this was expected.

(1) Lobby everyone to not buy huawei equipment

(2)  Huawei is a security threat, so don't buy

(3)  EO to block any sales of components to huawei

Now, he is relaxing (3). This amounts to nothing, as huawei is not going to trust any Western companies.
