Want to apply for H4 EAD. Have received I-797C for my I-140 but haven't received the I-797A yet. Can I apply for H4 EAD based on I-797C or shall I wait for I-797A ?

I applied with I-797C itself...as 797C is notice copy and 797A is approval copy...but receipt number is same in both the forms...adi chaalu anukunta...parallel ga put FOIA request in USCIS First Portal asking for I-140 Documents...chudali mari
