apartment is always a depreciating property.. the only appreciating part in it is the amount of land you get with the apartment.. do your calculations to see if apt depreciation will be offset by land appreciating..

go for a villa inside the city or a piece of land and do your own construction (hard nowadays to get laborers) little outside the financial district..

When did you want to call in the money though? Real estate will appreciate in the long term unless there is something seriously wrong with the property. Short term you may not see gains.
