but I would blame the manager if I'm in management position for creating that dependency..

at some point any person need to be a sole worker to do the job and it's useless to hire a backup and waste money be it any industry.

Good for his job security.

But the company should cross-pollinate knowledge among several people instead of just one person in its best interests.
