Neither. The world, its inhabitants, and its regularities come in between what you intend and the end results.  Brain can be studied at many levels. What is mind, anyway? What is the relationship between brain and mind? This is where many debates occur in the philosophy of mind: mind events can be reduced to brain events (that's reductionism); they are separate (dualism). Even within dualism, substance dualism is compatible with semitic theologies (this is where the talk of soul, etc belongs to, but not the talk of Atman, whatever Indian swamis say).  The other strand is property-dualism: here is where we see epiphenomenalism (mind is a shadow), etc.

Even money (danam) can't control the world (jagat), for the same reason that the world, its inhabitants, and its dynamics come in between the desires and the desired outcomes.
