I think ICC must involve, should bring in some sort of rules - every country’s cricket board must provide a no objection letter (NOC) to let a player participate in IPL auction. And obviously criteria for the board is to see the country interests first and provide that letter based on player’s performances and needs of national team. This applies to BCCI as well (gauge their performances based on national team games, not on IPL).
