Hafiz Saeed, 2008 Mumbai terror attacks mastermind and Jamaat-ud-Dawah (JuD) chief, was arrested on Wednesday by the Counter Terrorism Department (CTD) of Pakistan’s Punjab Province, officials said.

Saeed, who has several cases pending against him, was travelling to Gujranwala from Lahore to appear before an anti-terrorism court when the arrest took place, officials said, adding that he had been moved to an unknown location.

The JuD is believed to be the front organisation for the Lashkar-e-Taiba (LeT), which is responsible for the attacks that killed 166 people.

The U.S. Department of the Treasury has designated Saeed as a Specially Designated Global Terrorist, and the U.S., since 2012, has offered a $10 million reward for information that brings him to justice.

Under pressure from the international community, the Pakistani authorities have launched investigation into matters of the JuD and LeT regarding their holding and use of trusts to raise funds for terror-financing.

Saeed, the globally listed terrorist, was on his way to Gujranwala from Lahore when he was intercepted by the authorities. The co-founder of Lashkar-e-Taiba (LeT) and the chief of proscribed outfit Jama'at-ud-Da'wah (JuD) and Falah-e-Insaniyat Foundation (FIF) will now be sent to judicial remand. 

The Indian Government But India has rejected actions by Islamabad with a source in the government telling Zee Media that "We have seen this 'action' before. Important that it is irreversible and verifiable."

The development comes a day after the anti-terrorism court (ATC) in Lahore granted pre-arrest bail to Saeed and three others in a case pertaining to the outfit`s alleged illegal use of land for its seminary on Monday. Saeed had challenged the terror financing cases lodged against him in the Lahore High Court (LHC), adding that he Saeed has no relation with LeT, Al-Qaeda or any other similar the banned organisations.

 

The CTD, in a major crackdown against terror financing, had registered 23 cases against the JuD chief and 12 aides for using five trusts to "funnel funds to terror suspects" in July.

The move came after the Financial Action Task Force (FATF) continued placing Pakistan on its "grey list"  after failing to meet deadlines to controls money laundering and terrorism financing. The watchdog has now set an October deadline to improve its efforts against terror financing.

This is not for the first time he has been arrested. The last time when he was arrested, the Pakistani courts had released him due to lack of evidence.  

 

New Delhi has been asked Islamabad to take credible, verifiable, irreversible & sustainable measures on terror groups and financing of terror from any territory under its control.

Hafiz Saeed, the chief of the terror outfit Lashkar-e-Taiba, faces 23 terror cases in Pakistan and is the mastermind of the 2008 Mumbai terror attacks.

Hafiz Saeed, the Mumbai attacks mastermind, was arrested on terror finance charges and sent to jail in Lahore on Wednesday. He was sent to judicial custody and will face trial, said reports quoting a spokesperson for the chief minister of Punjab province.

Hafiz Saeed was travelling to Gujranwala from Lahore to appear before an anti-terrorism court when he was arrested by the Counter Terrorism Department (CTD) of Punjab. He has been sent to the high-security Kot Lakhpat Jail in Lahore, officials said.

"The main charge is that he is gathering funds for banned outfits, which is illegal," said the Punjab province spokesman.

The move comes days before Pakistan Prime Minister Imran Khan's visit to Washington, where he will hold talks with President Donald Trump. The US has offered a $10 million reward for information leading to Hafiz Saeed's conviction over the 26/11 attacks.

Indian government sources are skeptical and cautious until Hafiz Saeed is "actually tried and convicted".

Hafiz Saeed, the founder of the terror outfit Lashkar-e-Taiba and US-designated terrorist, has been blamed for the terror attack on Mumbai on November 26, 2008, in which 166 people were killed.

Despite India's dossier of terror cases against him and evidence of his involvement in the four-day siege of Mumbai by 10 Pakistani terrorists, Hafiz Saeed has been allowed for years to roam freely in Pakistan and even address anti-India rallies with impunity.

Pakistan, which is included on the "grey list" of the Financial Action Task Force, a money laundering and terror finance watchdog, has been under increasing pressure to stop financing terror groups.

Earlier this month, Pakistan had filed terror charges against Hafiz Saeed following sustained international pressure. He was charged with multiple offences of terror financing and money laundering in a First Information Report.

In 2017, Hafiz Saeed and his four aides were detained by Pakistan but they were released after nearly 11 months when the Judicial Review Board of Punjab refused to extend their confinement.

The US, just before the 10th anniversary of the Mumbai attacks in November, had urged Pakistan to take action against those responsible for the attacks and had offered a new reward of $5 million.

 

"It is an affront to the families of the victims that, after ten years, those who planned the Mumbai attack have still not been convicted for their involvement," US Secretary of State Mike Pompeo had said in a statement.
