Anta Assamey Posted July 20, 2019 Report Posted July 20, 2019 Telangana chief minister KCR declared in Legislative Assembly on Friday that he will do 'wonders' from August 15. KCR said he could not show his 'real governance' or 'real administration' to people during the past ten months due to successive elections in and enforcement of election of model election code since October last year. Now that Assembly polls were completed in December last, panchayat elections in January/February this year, Lok Sabha elections in April/ May, zilla/ mandal parishad polls in June, KCR says only municipal elections in Telangana are pending which will be completed by August 15. KCR said once municipal polls are over, Telangana will be the only state in the country which completed all the elections from galli-level to Delhi-level, and there will be no elections or election codes in Telangana for the next four years. "I will do wonders in Telangana in the next four years. I will show what real time administration is to the entire country. I will bring revolutionary changes in governance and go to any extent for the betterment of people of Telangana," KCR said. KCR stated that he will tour all the districts soon, hold praja darbars and resolve the problems being faced by people on the spot. But then, KCR is known for making tall claims but never implements. For KCR, Pragathi Bhawan and his farmhouse remain the biggest weakness. He cannot step out of them. In his previous term, KCR made several announcements of touring districts, visting all irrigation projects, camping in districts for days to resolve people's issues etc. but they remained only words. As usual afer Assembly session ends, KCR takes rest in Pragathi Bhawan or his farm house and comes out only when next session of Assembly begins. In this backdrop, KCR's statement of doing 'wonders' from August 15 are not being taken seriously by any sections. For Telangana people, KCR stepping out of Pragathi Bhawan or farmhouse itself will be a 'wonder', let alone KCR doing 'wonders' by visiting districts. Quote

Hyderabad: The Assembly passed on Friday, the Municipalities Act 2019, which extensively empowers district collectors and takes away the power of ministers to grant a stay on orders against errant municipal chairpersons. Chief Minister K. Chandrasekhar Rao said, “Tablets and tonics are no longer enough. Surg-ery is needed.” While explaining the features of the new legislation, Mr Rao said that the act contained stringent provisions to take action against errant personnel, public representatives, government officials and citizens. He said that from August 15, the state will see “real-time administration, something that the rest of the country will want to learn from.” He announced that no permission is required for the poor to construct houses on plot sizes of less than 75 square yards and Rs 100 property tax each will be collected from such houses annually. People who build houses of plot sizes of less than 500 sq.m. will have to apply online and permission will be granted in 15 days. Maintaining that the state government has faith in people, he said that the act has provision of self-certification to declare property taxes. “Self-certification is like the Bhagavad Gita. Misuse will result in serious punishment. If anyone makes a wrong declaration and gets caught during surprise inspections, they will have to pay a penalty 25 times of their assessed property tax.” Stating that the new Act empowers ULBs to demolish illegal structures without any notice, the Chief Minister said, “There is no question of sparing anyone. The message that breaking the law will never be profitable must be sent to all. A scare is needed. Breaking the law will be a losing proposition.” The Chief Minister said the government will set up a Centre for Urban Excellence in Hyderabad to give continuous training to elected representative and staff and officers of the ULBs. The Chief Minister said that the power of sanctioning of permissions for layouts in ULBs was given to the collectors under the act and final approval will be granted to the layout only after the registration of open space under the layout in the name of the municipality concerned. Chandrasekhar Rao on Friday made it clear to opposition leader Bhatti Vikramarka on Friday from the floor of the House that a member cannot command the leader of the House. Referring to the objection of Mr Bhatti to giving more powers to the collectors under the Act as this would demoralise elected representatives, Mr Rao said that they had faith in the All India Service officers as they have more exposure to peoples’ issues. He said that the government had empowered Collectors to eradicate corruption. “It appears that the Congress does not want this and wants to continue corrupt practices in the urban local bodies,” he said. Mr Rao said, “Though then Chief Minister Y.S. Rajasekhar Reddy oppos-ed Telangana statehood, we admitted that his sch-eme of Arogyasri was a good scheme openly and are continuing the same. But Congress leaders are not prepared to accept good schemes and policies introduced by us.” Quote

Village level lo land administration duties sarpanch and VRO ki split cheyadam and kudirithe complete ga VRO jurisdiction nundi teeseyadam plan lo vunnaru once details are compiled in Dharani...it will take time to rectify the mistakes but we have to start some where and once this is in place, we can expect no more land scams...mana land manade...evadu emi peekaledu and deenikosam revenue act kuda amend chese plan lo vunnaru....any registered land for which the stamp duty is paid, will have the backing of the state government to protect the title holder...FOIK Quote
