Not easy. Who will invest in the infrastructure? Who will train the labor? Who will supply the components which are locally sourced? For best example, everyone hates plastic but why can't giant companies mass produce the paper or green products in volume and sell cheaper so that everyone can switch without a concern? It really takes years to attain peak by identifying, investing, researching and economically possible that enables anyone to purchase. Lot of moving parts need to work together to attain such feat.
