No, what I learned is that instead of booking them as prostitutes they are called as victims as police have no intention to bring them into picture. Evidence gathered is enough to book the brokers. 

They might argue prostitution was never involved, but some of the Tex messages are indisputable. Still with powerful lawyers they can tilt it anyway they want even in USA
