Currently on opt .h1b approved.oct 1st h1b starts.Aug lo h1 stamping ki velli before oct 1 st can we  return to us on f1 or will have to wait till oct 1 st?

obviously yes I believe and you can only enter 10 days before your petition start date if h1b stamp ki velthe i.e. sep 20..
