I-140 receipt number tho h4 ead apply cheyocha

2 months back FOIA request submit chesa i-140 document kosam and i got reply stating that they did not find any such documents

Luckily i have NVC case number , so i called NVC center and when i gave my case number they gave me i-140 receipt number

Then , I opened another FOIA request using new information, but they closed it saying the request is duplicated

Looks like i cannot open another request.

so, can i apply H4 ead using receipt number?
