when it comes to YSR, his prefernces are to empower the agricultural sector as he understood how fast the  state production of food has gone down in those years..
so he went on investing in the projects  which will help the farmers first and all others later..

And he thought of some schemes which are palnned well for the future like giving land to the poor people who were in need and giving money to the poor to the construction of houses..

may be we can say we need those land for the future infra structure reqs..

but India can;t be a developed nation  when its poor people stay on the lower level even after som amny years without haiving  land and own houses..
