The earliest that the proposed regulation could be published is the spring of 2020, and that’s “aspirational,” lawyers for the Homeland Security Department told the U.S. Court of Appeals for the District of Columbia Circuit Sept. 16. Still, they believe that the lawsuit challenging the work permits should be put on hold because of the Trump administration’s continued intent to rescind the program. Quote
