TheBrahmabull Posted September 19, 2019 Report Posted September 19, 2019 HYDERABAD: The Telangana high court on Wednesday took a serious view of missing government orders (GOs) — numbering 43,462 — and issued notices to the state government, chief secretary and principal secretary of revenue to respond to a PIL, which charged them with hiding the GOs from public viewing. A bench of Chief Justice Raghavendra Singh Chauhan and Justice A Abhishek Reddy gave four weeks to the authorities to respond. The PIL was filed by social activist Perala Sekhar Rao of LB Nagar, who sought a direction to the state to upload all the missing GOs on the government’s official website. According to the petitioner, the government and various departments had issued as many as 1.04 lakh GOs between June 2, 2014, and August 15, 2019. “As many as 43,462 GOs are not found on the state portal. They are missing. This veil over public domain is only to hide the actions of the government that were taken more in political interest rather than for reasons related to governance,” Sekhar charged. The petitioner also found fault with officials for not uploading crucial GOs while showing promptness in uploading the not-so-important orders such as the GOs for paying cellphone charges and buying water cans for irrigation employees. Elaborating further, Sekhar cited GO No. 15 (dated July 9, 2014) granting Rs 128 for paying cellphone charges of a principal secretary; GO No. 743 for paying Rs 359 towards BSNL bill amount; Water cans for irrigation employees at Rs 720 (GO No. 237); and at Rs 1,360 for the same purpose by the tourism department (GO No. 913) were some of the unimportant GOs that were in the public domain. “But crucial GOs were not there on the state portal, which were hidden from public view,” he said. Not uploading govt decisions illegal’ He argued that people should be allowed to keep an eye on the way their government is performing. “Not uploading such a huge number of important decisions of the government is illegal and unconstitutional.” The maximum number of missing GOs pertain to the general administration department with 9,053 GOs not visible, followed by home and finance departments with 5,000 GOs each. “While we understand that GOs that are sensitive can be kept away from public view, this shield cannot be used for all the suppressed GOs,” he contended.
