According to an upcoming book by NYT White House correspondent Michael D. Shear, which cites multiple interviews with White House officials directly involved, President Trump made the remark during a March meeting in which he wanted a full shutdown of the southern border. The Times stated that Trump then moved on from the idea during a “frenzied week of presidential rages.”
