I think its fixed billing and hour based billing  

 

in tnm you get more money if you work additional hours...but fixed billing is like 8hour 5 day per week billing

Sow is like client giving ot outsourcing the project to vendors and vendors take the responsibility of hiring eligible persons to get that work completed and revert back to client. So it has a fixed budget.

 

T&M is hiring resources temporarily on an hourly basis from outside vendors by client itself and get the work done.

Sow is more defined and project work..number of hours and what work u need to perform anni define chesi vuntai..
