kidney Posted October 18, 2019 Report Posted October 18, 2019 రాజధానిపై నివేదిక సిద్ధం సాక్షి, అమరావతి: రాజధాని అమరావతి పేరిట టీడీపీ హయాంలో చోటుచేసుకున్న అవకతవకలు, చేపట్టాల్సిన చర్యలపై నిపుణుల కమిటీ నివేదికను సిద్ధం చేసింది. రెండు నెలలపాటు అధ్యయనం చేసి.. వందలాది ఫైళ్లను పరిశీలించి.. క్షేత్ర స్థాయిలో పనులను అంచనా వేసిన కమిటీ సభ్యులు సమగ్ర నివేదికను రూపొందించారు. రెండు, మూడు రోజుల్లో దీనిని సీఎం వైఎస్ జగన్మోహన్రెడ్డికి కమిటీ సమరి్పంచనుంది. వివిధ రంగాల్లో అనుభవజు్ఞలైన ఎఫ్సీఎస్ పీటర్, పొన్నాడ సూర్యప్రకాష్, అబ్దుల్ బషీర్, ఎల్.నారాయణరెడ్డి, ఐఎస్ఎన్ రాజు, ఆదిశేషు సభ్యులుగా ఉన్న ఈ కమిటీ సమగ్ర వివరాలను సేకరించి విశ్లేషించింది. గత ప్రభుత్వం చేపట్టిన నిర్మాణాలు, భూ సమీకరణ పేరుతో సేకరించిన భూములను పరిశీలించి ఆశ్చర్యపోయే విషయాలను కనుగొని నివేదికలో పొందుపరిచినట్టు తెలిసింది. నిర్మాణాలన్నీ నిబంధనలకు విరుద్ధమే రాజధానిలో చేపట్టిన నిర్మాణాలన్నీ నిబంధనలకు విరుద్ధంగా ఉన్నట్లు గుర్తించారు. కేంద్రంలోని వివిధ శాఖలకు అవసరమైన భవనాలు నిరి్మంచే సీపీడబ్ల్యూడీ (సెంట్రల్ పబ్లిక్ వర్క్స్ డిపార్ట్మెంట్) చదరపు అడుగుకు రూ.3 వేలు వెచి్చస్తుండగా.. నగరాల్లో అపార్టుమెంట్లు కట్టే బిల్డర్లు రూ.3,500 ఖర్చు చేస్తున్నారు. కానీ రాజధానిలో ప్రస్తుతం నిర్మాణంలో ఉన్న భవనాలకు చదరపు అడుగుకు రూ.10 వేలు ఖర్చు చేసినా పూర్తయ్యే పరిస్థితి లేదని తేలి్చంది. కేవలం రోడ్ల నిర్మాణాలకే రూ.33 వేల కోట్ల ఆర్డర్లు ఇవ్వడంపై నిపుణుల కమిటీ విస్మయం వ్యక్తం చేసింది. రూ.540 కోట్లతో చేపట్టిన సీడ్ యాక్సెస్ రోడ్డును 30 శాతం అదనానికి అప్పగించడం, కన్సల్టెన్సీలకు రూ.540 కోట్లు ఖర్చు చేయడం, సింగపూర్ కన్సారి్టయంకు అప్పగించిన స్టార్టప్ ఏరియా ప్రాజెక్టుకు కేటాయించిన 1,681 ఎకరాల్లో 200 ఎకరాలను ఉచితంగా ఇవ్వడం, సింగపూర్ కన్సారి్టయంతో కుదుర్చుకున్న ఒప్పందాలు, భూములిచి్చ, సౌకర్యాలు కలి్పంచి తక్కువ షేర్ తీసుకోవడం వంటి వ్యవహారాల్లో అక్రమాలు జరిగినట్లు గుర్తించారు. అన్నిటిపైనా సమీక్ష చేయాల్సిందే భవనాలను డిజైన్ చేసిన లండన్ సంస్థ నార్మన్ ఫోస్టర్ కంపెనీకి రూ.240 కోట్లు ఇవ్వగా.. అందులో రూ.90 కోట్లు అదనంగా ఇచ్చినట్లు తేల్చారు. ఈ మొత్తంతో అసెంబ్లీ భవనాన్ని కట్టేయొచ్చని, గత ప్రభుత్వం అంత మొత్తాన్ని కేవలం డిజైన్లు తయారు చేసిన సంస్థకు ఇవ్వడంలో అవకతవకలున్నాయని గుర్తించారు. రూ.42 వేల కోట్ల విలువైన నిర్మాణ పనుల్లో రూ.35 వేల కోట్ల పనుల్ని మూడు కంపెనీలకే అప్పగించారని, ఇందులోనూ తేడాలున్నాయని గుర్తించారు. 50 శాతానిపైగా పూర్తయిన క్వార్టర్ల వంటి నిర్మాణాలను పూర్తి చేసి మిగిలిన అన్ని పనులు, ప్రాజెక్టులను సమీక్ష చేయాలని కమిటీ సిఫారసు చేసే అవకాశం ఉంది. దశల వారీగా చేపట్టాల్సిన పనులను గుర్తించి, వాటి వాస్తవిక అంచనాల ఆధారంగా రివర్స్ టెండరింగ్కు వెళ్లాలని నివేదికలో సూచించినట్లు సమాచారం.
