Is that not an option? US born cousins went to India and they love it there. It is not a matter of adjusting to Indian conditions. Anyone can adjust to any place in India. It is not Syrian yet. 

It is their choice to some on a temporary visa and followed by bad planning. 

High skilled workers have options for Canada, UK etc. but they want to live here only. The system gets them eventually.
