How does the Desi consultancy model work ?

I still can't understand how can people convince companies to hire a contractor with 8 years of experience but just finished his masters recently.

 

If anyone has a full fledged explanation, would love to know.

I was stumped by one guy I met saying that their consultancy sent a fake h1b copy to client for a short contract and they didn't bother verifying it.

Nobody so intently look at each resume. They quickly scan for key buzzwords in resume and if it matches their desperate requirement call them for interview. They rely on interview process to evaluate.
