No, 5k is risky for them without projects or a job. Inhouse not many consultancies are willing to do these days. If they are already working in a project on h4  they will apply for h1 pakka as it is safer. Spending money for h1 lottery will be far riskier than it is now.

Maybe next April may see rise in h1 applications. I doubt there will be more applications after that as h4 will be cancelled.
