Ok, tell me something. have you ever felt the difference between rtc bus and hire bus when traveling? At least you got to know anytime what is rtc bus and what is hire bus when traveling. 

Also, have you ever seen any conductor not issueing ticket and instead put that money into his pocket? ever? 

So, what made you believe this hire buses making 1 rs profit and rtc bus making 12 rs loss for every km run.
