Might be but the most of the MLA's were scared of babu, IAS, IPS officers were also scared, Govt officials were afraid that BABU might come anytime for SPOT INSPECTION. With YSR no body was scared to do corruption, SCAMS, MLA's know they can get out any level of CRIME as IAS, IPS everybody in the grip of YSR.

State separation process ento maku telsu. 2004 lo TRS tho petthu pettukundi endhuko mari which meant the demand was justified one. hence he could have initiated the process which he didn't and led to the current situation.
