No, it's like for example an employee salary is usually considered expense for that company. We should even count his income tax as tax to govt for that product.

Education to all, subsidies to poor, health to all, fast judgement and severe punishment on burning issues - Rapes, murders, corruption...

If the manifesto comes from people, political parties will consider...

Set up a anon website that solves cases that are already solved by the police, with deep analysis of evidence and puts out the name of the real criminal.

It can be crowdsourced, obviously. but with some standards for this kind of analysis, both forensic (which is mostly bullshit) and legal.

imho, most of the loot doesn't happen in tax collection or spending, but on allocation of natural resources, and govt contracts. money from that doesn't come from tax.
