it develops when people agitate, shame their govt, render it helpless without listening to people.

Democracy does not develop systems in the first place...its the ‘need’ that helps to develop a system.

People agitiate when they are not happy with the system....not to build or develop systems. 

Agitiation is a sign of unhappiness over the system, not a sign to develop a system.

Communism does not give you a chance to either agitiate neither choose, May be that’s the reason it’s wiped off the world map.

what is that 'need' annai? govt has some kind of magical feedback system to analyze the need of its citizens aa annai? 

without them having to 10g their govt? sounds like authoritarianism to me annai.

annai, first make up your mind annai. whether you want to refer to communism as a principle, or as a form of govt. dont get confused.

communism as a principle absolutely abolishes the need for a govt itself. Its a state of constant agitation and reorganization.

ofcourse people agitate to express their displeasure with the system. what should we call those who shout down those agitations or even little complaints?

anduku kaadhu annai. vote vesedhi to elect representatives who elect executives. you are not directly voting the executive into office. basic parliamentary democracy.
