I think they are giving wrong medicine to the problem.

Nirbhaya case lo kuda there are two problems and they should fix both of them.

1. 7 years saaga theesaru, inka theesthune unnaru.

2. Minor got away with just 3 years of imprisonment.

They corrected this mistake by introducing a new law. Per that law, depends on the intensity crime, minor wouldn't be given relief. The minor in Disha's case wouldn't be relieved per this new law, since it is preplanned.
