yes Jagan's version is better among two ... solely because how existing capital ended up as a mess.

Half-constructed .. no proper buildings, no easy access to people, employees not transferred properly.. no proper facilities for govt employees, land pooling issues, scam lands,  too expensive to build, too much power centered in one area.
