when you are building a new capital city, I wish they could identify the backward areas and choose the best out of it!! this way, aa areas automatic ga develop ayithaayi and lands kuda cheap ga vuntaayi for govt to buy when u compare to big cities. 

Administration will be a hassle, if the capital is in Visakhapatanam. That's really why Amaravati would be better.
