NRC is not about muslims but it impacts the poor the most NRC has to be done now or later, if it needs tweaking the procedure to collect documentation, it should. CAB however is expediting citizenship to refugees, this will be a burden to the economy if they are poor and not make above a certain limit in wages. Quote

NRC is not about muslims but it impacts the poor the most NRC has different options. if a person does not have any documents with him, that person can bring in eye witness and record the statement which is treated as a proof. Indian population, almost 60-70% of them are born after 1971, which is the cut off year for NRC. Even if a person fails to provide the documents, that person is left out of the NRC but no action will be taken on such people until the whole exercise is completed which may take couple of decades.
