i think u are getting too carried awae bi cbn pronouncements.

common sense saes that its impossible to build a capital from scratch. he could have set the capital near vijaiwada bi pooling a few thousand acres. or choose a place where govt had land banks. or choose a citi like vizag where emploees will be keen to move.
