UPenn is Ivy league. No state school is Ivy league. It's better to go to private schools when compared to state school. No one pays tuition in graduate school, so no school is expensive.

depends on the state. not all states are the same. I some states you are forced pay instate.

depends on the conferences you attend  or peopel you meet may be from Upenn. Penn State University Park is a great school on par with Upenn in some respects.

Yeah, both are good, but penn state is in University Park- about 80 miles from philly.  UPenn is in philly though..

Yeah, Penn State is good too. My colleague was hired by them with a pretty good startup package.

Molecular Biology at Princeton? I don't know anyone personally there but I am sure it would be great. It is Princeton after all.
