Because they don't have valid address proof with utility bills or bank statements which is a must for extension. Even if you change those they may need SSN, it's not worth to do these. Why can't you extend in India? Quote

HEROO Posted January 22, 2020 Report Posted January 22, 2020 If you are holding an Indian passport which is about to expire soon or all the pages are filled, you may need to apply for a passport reissue/ renewal. In such cases, you will require a new passport or valid extension. To renew your passport, you have to fill a new passport application form. New passports can be reissued for 10 years for adults. For minors (under 18 Years of age) the passport is given for 5 years. Please note that your old passport will be returned to you. However, if you have any valid visas stamped on the passport they will not be canceled. Therefore you may need to travel both passports in hand to reflect the valid visa as well as the renewed passport. Note: Passport renewal service is not available for B1/B2 visa holders and temporary visitors to USA. Quote

They will not issue for Visitor Visa's, In extreme cases only they will extend it... It has to be done at India... now a days it is easy to get Passport in India. If you have still time wait for couple of months, the ministry is planning to issue Passports on the same day itself under general category, you can use it... Quote
