anyways call Amex and ask. I thinks it’s baseless if it’s only for citizens and not visa holders 

only thing is card should be on your name and rental car should be on your name that’s it up to 42 days it’s covered

There is no such criteria as far as I know, I have used it. Ended up filing a claim with AMEX for a cosmetic damage on rental vehicle. They covered everything except depreciation & administration fee.
(You can still check with the AMEX Premium Car Rental Insurance customer service again if you want to)

They cover administration fee too if the rental company provides a document for it, but depreciation fee is not covered by AMEX. About $3000 bill ayyindi aa comsetic damage ki AMEX paid $2400. Balance gurunchi vadilesanu, rental company vallu kuda emi adigaledu. It's a cost effective damage waiver insurance option.

Make sure AMEX card is only used for primarily billing the rental vehicle.(Most important criteria)
