If it is a Big City it makes sense as lots of workers will be needed for various things (servant maids, ironing, construction,....). Not sure where will all these people find work even if they get their houses there.

 

Will they solely live on Govt benefits?

The Strategy is to Dilute the Capital Region with outside Poor section of the people by giving them housing there...... So by the time of elections ... People who get to vote from that place will vote for the present government and helps to win from that region.... 

 

Politically that is an excellent strategy ...
