Is not there any rules that for certain sq ft only 1 person can live . In Europe they won’t permit/allow to stay more than allowed People  in 1 flat. But they also have a strict measures on who is living in the society/community. Once a person move into new flat, they need to get it reported to magistrate and get the document (bestätigung der meldung ) without that they cannot even apply for electricity/internet/Change bank office near/ into that home

when I was a student , the max allowed members for a 2 bed apt was 4 back then , 1 bed ki antha mandi lease lo allow cheyaru , so they must be living breaking the rules

May be you are right, I take back my original comments, Being IT employees, 4 people for a single bed is too much given the hygiene and also being the cheap rent.
