18 U.S. Code § 922 - Unlawful acts

Look under subsections (d), (g), and (y)

Legal nonimmigrant residents of the United States are permitted to own firearms and ammunition, if they also have a valid hunting license (or some other conditions which are much harder to meet).  That's federal law. 

Unfortunately California has many state firearms laws.  Many licensed gun dealers (FFLs) will not likely sell to you, as well.  You may have to look around; any change in ownership of a firearm in California requires an FFL.  California also requires you to take an official firearms safety course before you can purchase a firearm.  Carrying a handgun on your person requires another license, from the county or city you live in.  Familiarize yourself with the law here: oag.ca.gov/firearms/pubfaqs.

If you still don't understand something, contact your local law enforcement office.  Additionally, since an FFL will only sell to you if he knows the transaction is legal; you should be able to ask one what you would need to do in order to make a legal transaction and he will tell you.  As a last resort, you can consult a lawyer, although this will cost money.
