Stay at home orders in the US are just an advice from the govt - nothing hard and fast or set in stone. People still go about their lives, shopping, beaches, partying... Already happening in some states even with those orders.

An interstate highway is a nonstop road with no traffic lights. How are these highways going to come to a dead halt with such orders? It is impractical to enforce it even in a small city covering every small street. Unlike India, US is vast and not possible to go on foot on every street enforcing such orders. There is not enough police force for that requirement
