Don't be pessimistic. Obvious ga situation maaku telidu. Kani he is exempting H1B people may be because he knows about the immigration complications for both employer and employee involved with forcing such requirements. He needs an expense reduction and it is easy to ask a citizen to take a cut. 

But if you can volunteer, it will help your own company. Ala ani volunteer cheyani vaadu evadu ani vachi nitpick chesukuni layoff cheyadu. If you are few who did not participate, you will be on the bad side of your dept. If you are in those few who participated, you will be on the good side. Leda gumpulo govinda.

Ya. Company cash in hand pettukovataniki chusthundi. They are delaying all projects that are not business essential and asking contractors not come for few weeks etc.
