Its not about small or big. I think main difference - culvert doesn't have elevation (road/rail will stay flat) which are suitable for streams where the water doesn't overflow. It will not require concrete beams. Just pipes or small concrete boxes under allow the water to flow the other side. Bridges are on water flows where the elevation is needed because water flows in irregular quantities. Quote
