They can do a few things:

1) Use Volunteers to distribute Vegetables/Groceries and not let ANYONE come outside. 

2) Impose heavy fines for those people who come outside and use that fund to fight against Corona Virus. Janalni roads meeda kodithe emi radhu. Twitter, FB lo postu tappa.

3) Increase testing. If India can only test a maximum of 10,000 cases per day, then you are not really testing all the possible cases.

4) Take care of farmers but focus on red spots (I think this is implemented to some extent)

5) use technology
