Chennai is about 10% of TN population. 

TN's urbanscape is much more spread out than any other state in India. 

so 5% of TN's needs are fulfilled by desalination you say (this is not true, I'll give you stats some other time)..

and they spent around 3500cr for it. and and ongoing plant running cost of about 300crs.. how much to supply the whole of TN for just the drinking water.. and for industries.. 

and agricultural water usage is about 20 times higher than domestic + industry consumption. do the math... 

this is SuSu Swamy's great idea.

It works every day but if you construct an irrigation project for drinking water it can only divert water but not purify

SWSO reverse osmosis desalination plant was small scale
