వెనుకబడిన కులాలకు సంబంధించిన రిజర్వేషన్ల విషయమై చేసిన అత్యున్నత న్యాయస్థానం చేసిన వ్యాఖ్యల్ని చూసినప్పుడు.. రిజర్వేషన్ల ఫలాలు సమాజంలో వెనుకబడిన మరింతమందికి మేలు చేసేలా ఉన్నాయన్న భావన కలుగక మానదు.

రిజర్వేషన్ల సౌకర్యం కల్పించే కులాల జాబితాలు మార్చాల్సిందేనని కుండబద్ధలు కొట్టేసిన సుప్రీం ధర్మాసం.. డెబ్భై ఏళ్లుగా ఫలాలు అనుభవిస్తున్న వారు అసలైన పేదలకు అవి దక్కకుండా అడ్డుపడుతున్నారంటూ మండిపడింది ఐదుగురు సభ్యులున్న సుప్రీం ధర్మాసనం. ఉమ్మడి ఆంధ్రప్రదేశ్ రాష్ట్రంలో షెడ్యూల్డ్ ఏరియాల్లో టీచింగ్ పోస్టులకు నూరుశాతం ఎస్టీలకు కేటాయిస్తూ అప్పటి ప్రభుత్వం జారీ చేసిన జీవోల్ని అడ్డంగా కొట్టేసింది. ఈ సందర్భంగా తానిచ్చిన 152 పేజీల్ తీర్పులో పలు కీలక వ్యాఖ్యలు చేసింది. అవేమంటే..?

 ప్రస్తుతం ఉన్న రిజర్వేషన్ల శాతాన్ని మార్చాల్సిన పని లేదు. రాజ్యాంగంలో పేర్కొన్నట్లుగా.. ఇందిరా సహానీ కేసులో సుప్రీం సూచించినట్లుగా ఈ జాబితాల్ని మార్చే పనిని చేపట్టటం ప్రభుత్వ కర్తవ్యం. దీనిపై ప్రభుత్వం తగిన చర్యలు తీసుకుంటుందనే ఆశిస్తున్నాం.

 ఎస్సీ.. ఎస్టీల్లో సంపన్నులే రిజర్వేషన్ ఫలాలు లాక్కుపోతున్నారు. అసలైన పేదలకు అవి దక్కాల్సిన వారికి అవి దక్కటం లేదు.

 కులాల జాబితాలు సవరించటం తప్పనిసరి. అది జరిగినప్పుడే రిజర్వేషన్ ఫలాల్ని.. ఇప్పటికే వాటిని అనుభవిస్తున్న వారు తన్నుకుపోకుండా చూడాలి.

 రిజర్వేషన్ కులాల జాబితాలు పరమ పవిత్రమేమీ కాదు. అవి మార్చకూడదన్న రూలు ఏమీ లేదు. మారుతున్న సామాజిక.. ఆర్థిక స్థితిగతులకు అనుగుణంగా ఎప్పటికప్పుడు కులాల జాబితాలను సమీక్షించాలి. రిజర్వేషన్ ఫలాలు అందటం లేదని ఎస్సీ.. ఎస్టీ.. బీసీల్లోని అనేక వర్గాలు ఆవేదన చెందుతున్నాయి. ఇన్నేళ్ల రిజర్వేషన్ల విధానం వల్ల పలువురు సంపన్నులయ్యారు. రిజర్వేషన్లు అందని వర్గాలు ఎన్నో ఉన్నాయి. వారిని అడ్డుకుంటున్నారు సంపన్న వర్గాలు.

ప్రభుత్వాలు నియమించిన కమిషన్లు.. కొన్ని వర్గాలకు రిజర్వేషన్లు ఎత్తి వేయాలని.. మరికొన్ని వర్గాలను కులాల జాబితాలో చేర్చాలని సూచిస్తూ వస్తున్నాయి. జాబితాల్ని కూడా సవరించాలని సిఫార్సు చేశాయి. అలాంటి నివేదికలు రాష్ట్ర ప్రభుత్వాలకు అందుబాటులో ఉన్నప్పుడు వాటిపై సత్వరమే నిర్ణయం తీసుకోవాలి.

సామాజిక అసమానతలు.. ఆర్థిక వెనుకబాటుతనం పదేళ్లలో అంతం కావాలని తొలుత రాజ్యాంగ నిర్ణేతలు లక్ష్యంగా పెట్టారు. కానీ ప్రభుత్వాలు క్రమేణా సవరణలు తెచ్చి వాటికి గండి కొట్టాయి.

జాబితాలు మార్చకుండా.. రిజర్వేషన్ నిబంధనలు మార్చకుండా ఉండిపోవటంతో అసలైన లబ్థిదారులకు అందకుండా పోయాయి. రిజర్వేషన్ శాతం పెంచాలన్న వాదనలు.. రిజర్వేషన్ల సబ్ కోటా కోసం డిమాండ్లు క్రమేణా పెరిగిపోయాయని పేర్కొంది.

i understand but reservation were never intended for monetary benefits, it was to uphold them to get into good school, good jobs hence they get social acceptance. Are we there yet? Yes it is flawed , so is every system. 

 

I have a couple of SC friends who worked hard, and make good money but still they could not marry a girl of their choice because they are SCs. 

I think in a couple of generations when caste becomes irrelevant, reservations become irrelevant too.

This can happen only when politics become irrelevant and that means Democracy has to be irrelevant and that means nothing is going to happen

Yes, this is a sad reality. Current generation educated and doing well for themselves ina not enough when it comes to accepting as family. May be it takes at least two generations doing well and living abroad or cities to reduce this social distancing. Very tricky thing to fix. 

I ask myself, what would I do? May be I don't care, but ala ani not outraged if someone else is opposed to the idea. So not good enough.
