Even the congress tenure from 2009–14 , beset by turmoil , saw 6.9 percent growth , higher than 5.7 percent during 1995–99 or 6.0 percent in 1999–2004 .

Regarding IT exports , Hyderabad was fourth in 2003–04 . IT exports were only 5025 crore . It was behind Bengaluru , Noida and Chennai.

The fact remains that by 2003-04 , Hyderabad stood at fourth position in terms of IT exports. Economically, AP was barely better than MP , Rajasthan in per capita income,  it was only by 2011-12 , that AP was starting to compare its economy with Punjab, Karnataka and others.
