US people with liberal mentality wouldn't accept any rules that are enforced on them.  Liberty is one of the base principle of American constitution and philosophy. Irrespective of Left and Right political affiliation, people tended to be liberal in US.

Initial statements by CDC, Media etc, discouraging masks, to stop public hoarding of masks from healthcare workers doesn't help either.
