Inside ban may create severe job loss for American economy .. in this situation if they reject one visa most companies don’t fill that position and the salary this person used to spend will allow atleast 2 more people in economy and that will be lost .They may do  From outside just for calming down the situation but I feel no company will hire a h1b and pay for travel unless he is the only one they need .
