These drunkard bustards are just 10-15% of the overall population, they are minimal.

Simple calculation --> In a family of 4, we usually will only have father as spoilt drunkard. And not 100% families have this situation.

If you assume to have 50% of families with 1 bustard, we will have just under 12% of the whole populace who are that kind.

Most of the social welfare around the world is pretty much same. I see lots of patients on disability[ Who actually dont have disability. If i ask them whats their disability for they say back pain, seizure disorder, mood issues blah blah. Only one episode some 10 yrs ago and they live on disability. To keep disability status afloat they dont work and live in poverty. Its a cycle.
