You can use it for non-legal purpose also, basically means coming from a higher authority. Baga powerful word kavali Annaru kada TS anduke suggested

simple rule bro. anything that ends with an "ly" is an adverb

Adverbs & Adjectives depend on the context... 

seriously is an adverb..
very is an adverb that can emphasize  both an adjective and an adverb..
