This marks the first time broad-based cannabis reform legislation (and not just banking legislation) had ever made its way to the congressional floor for a vote. As the MORE Act is currently written, it would: Decriminalize marijuana by removing it from the Controlled Substances Act; Require federal courts to expunge or review current or prior cannabis convictions; and Establish a 5% federal tax on legal cannabis sales that would be used to create the Opportunity Trust Fund.
