It is just an example to emphasize level 3/level 4 wages/ highly skilled labor and not 100k precisely. F1 and H1B are two different programs. That is why there is a mechanism for F1s to get H1B and there is never a guarantee. Coming to the pay scale, the good firms will pay money if you are worth it as a fresher. If not, work in India, get the necessary skill set/experience, and be eligible for high pay scales. All fresher F1s may or may not be eligible for H1 and that is the point. H1 is not supposed to be for everyone. It would just be contradictory.
